Issue is for sure that continuous process management is a commitment to sustainable and long-term performance. In reality, many organizations are driven by short-term goals and managers are incentivized accordingly.

Well, Fred's comment points to the good old walls between HR and business units. Even if there is any strategy alignment it is only randomly reflected in the cold and hard truth of reward systems. Strategy is one thing, business operations is a second and HR processes are a third, rarely heading into the same direction...
